Ronald Hickey
Executive Consultant
I am an experienced executive and strategic advisor with over 40 years of board and senior level leadership across health, infrastructure and international development sectors in Australia and the Pacific. My board level contributions are grounded in a deep understanding of governance, performance accountability, capital investment, financial stewardship and digital system reform - all delivered with a focus on creating sustainable public value.
I bring a practical, outcomes focused approach to governance informed by my early career as a Hospital Manager responsible for governance and operational performance across four Queensland Hospital Boards. This role set the foundation for a lifelong commitment to strengthening systems of accountability, clinical and operational oversight and service delivery.
I have since contributed to the governance of health systems and development initiatives across multiple jurisdictions including Queensland, Western Australia, Papua New Guinea and the Solomon Islands.
Internationally, I have worked extensively as a Health Systems Information Specialist with multilateral and bilateral agencies including the Asian Development Bank, The Department of Foreign Affairs and Trade and the Oil Search Foundation. My work has supported whole-of-government digital transformation strategies, performance management frameworks and the design and implementation of capital works programs and financial governance reforms. I led the development of PNG’s Annual Provincial Health Authority Performance Reports and provided transition advice on the national Electronic Health Information System (eNHIS).
At board and committee levels I am known for distilling complex policy and operational issues into clear decision-making frameworks. I have advised steering committees and executive groups on governance, financial risk, service reform and digital transition. I bring extensive experience in managing change within politically sensitive environments with a focus on aligning stakeholder interests and strengthening institutional capacity.
What sets me apart is my ability to connect strategy to execution. I do not simply advise - I lead implementation through pragmatic systems thinking, negotiation and a disciplined focus on outcomes. My experience spans the full lifecycle of major initiatives - from strategic planning and stakeholder engagement to system delivery, evaluation, and reform.
I offer a unique combination of skills and experience to boards seeking to navigate complex policy, infrastructure and digital transformation challenges. I have a demonstrated track record of working within and advising governance bodies in the public and development sectors and I am now seeking to contribute in a more formalised Non-Executive Director capacity.
